The Plan de Rupture et de Restauration de l’État (Plan for the Break-away and Restoration of the State) represents a considerable body of work spread over seven supplementary dossiers, about 2,500 sourced pages in all. This documentary density is essential to reach the technical precision required by public decision-makers, but it is ill-suited to a quick first reading.
This is why four summary versions are made available, designed for different audiences and different reading times. Each refers to the complete dossiers, freely accessible on this site.
The four levels available
📗 5-page brochure — Express format, designed to be read in 5 minutes. It presents the main issues, the orders of magnitude of the expected savings (€310 to €360 billion a year) and the seven structural work streams. Suitable for a first contact or for sharing the project with a wider audience.
📘 12-page brochure — Intermediate format, designed to be read in 20 minutes. It goes deeper into the seven work streams, specifies the orders of magnitude for each area and presents the costing method. Suitable for advisers, parliamentary assistants and journalists who want a structured presentation without going into technical detail.
📕 General-public compendium — A long summary accessible to the widest audience, designed to be read in one to two hours. It presents all seven dossiers in an accessible narrative format, without technical jargon. Suitable for citizens who want to understand the plan’s coherence in depth before going into the technical dossiers.
📔 Candidates’ compendium — A dense version intended for the candidates in the 2027 presidential election, their policy teams and public decision-makers. It presents the detailed costings, references to public sources (Court of Audit, Senate, Budget Directorate, Official Journal) and the implementation arrangements. Suitable for directly preparing a government program.
